The Pre-Moot Conference takes place annually, providing a critical platform preceding the Privacy Moot Court Competition. The gathering serves as a precursor to the competition’s preliminary rounds while exploring its thematic focus. Held on September 12th, 2024, at Daystar University Nairobi Campus, the 2024 edition was themed "Safeguarding Electoral Integrity: UpholdingVoter Privacy in Democratic Processes.”
The conference brought together a diverse array of stakeholders, including experts in privacy and electoral law, mooters, representatives from electoral management bodies, political parties, civil society organizations, religious groups, digital rights media, human rights advocates, democracy activists, technology ethics experts, and international organizations supporting democratic governance and digital rights initiatives.
Jointly organized by the International Commission of Jurists-Kenya, Islamic University in Uganda, Daystar University Nairobi, and AF Mpanga Advocates, the 2024 Pre-Moot conference explored the intersection of privacy, data protection, and technology in electoral processes.
Moderated by Luciana Thuo, an Election Law and Governance specialist, the conference aimed at emphasizing the ethical use of technologies like biometrics in collecting personal data during elections, highlighting the importance of upholding electoral integrity while respecting voters' privacy and human rights.
The discussion defined the roles and responsibilities of election management bodies, political entities, tech providers, and civil society in safeguarding voter privacy. Its ultimate objective was to propose actionable policy recommendations to enhance electoral integrity and protect voter privacy in democratic processes.
